On Wednesday 23rd September 2026, HE Sheikh Saoud bin Abdulrahman bin Hassan Al Thani, Deputy Prime Minister and Minister of State for Defence Affairs chaired the weekly Cabinet meeting held at the Amiri Diwan. During the meeting Qatar’s Cabinet approved a draft law introducing the Unified System for International Land Transport between GCC States, referring it to the Shura Council for further consideration. Prepared by the Ministry of Transport, the legislation forms part of Qatar’s efforts to complete the national legal framework required to implement the GCC’s unified system governing cross-border land transport, supporting closer alignment of rules and procedures across the region.
The draft law is designed to regulate international land transport, strengthen road safety standards, and support the movement of passengers and goods between GCC states. It also aims to deepen economic and trade integration across the region by establishing a consistent legislative environment that facilitates smoother, more efficient land transport connectivity between member states.
The move reflects Qatar’s ongoing commitment to regional harmonisation initiatives under the GCC framework, and is expected to benefit businesses engaged in cross-border logistics, trade and transport services across the Gulf.
For businesses, these proposed changes should result in fewer delays and less paperwork at land borders, a single compliance standard to build fleet and documentation processes designed to further facilitate movement and boost intra-GCC trade… without harming national carriers or imposing new costs. Companies moving goods or operating transport fleets across GCC borders should expect simpler, faster and more predictable cross-border road logistics as each member state completes its own aligned legislative step.
